The OCA oversees the clinical services of the DPBN. It is the mission of the OCA to implement a continuum of contemporary high quality mental health and substance abuse services to children and adults through an organized network, consistent with the mission of the Wayne State University Department of Psychiatry and Behavioral Neurosciences. WSUPG has been specifically organized to complement the Department's research, education, and clinical service functions.

Due to this close relationship with the University, Psychiatry does business under the name University Physician Group (UPG). The OCA is responsible for the formulation and implementation of general policies and standards dealing with all aspects of clinical care. The OCA approves the selection of clinical staff. In addition, the OCA takes the lead in producing clinical plans based on the needs of the community and market conditions. Reports describing WSUPG's operations, efficiency, and effectiveness in clinical matters are produced under the auspices of the Office of Clinical Affairs.
